Mandatory registration AVV Collective Communication Programme Floriculture products for members

Flower Council Holland (BBH) was originally founded with the aim of collectively promoting floriculture both at home and abroad. The collection of the necessary funds was handled by Royal FloraHolland by means of a so-called BBH levy on the product revenues of growers and buyers. Because this meant in practice that only growers and buyers who traded through Royal FloraHolland contributed to the financing of BBH, the RFH executive board decided to discontinue this method. This led to a search for a solution in which the entire sector contributes. In accordance with the decision of the executive board, RFH stopped direct collection as of 01-01-25 and BBH will now take care of invoicing and collecting the contributions owed.

On 10 December 2024, the ‘Floriculture Products Collective Communication Programme 2025-2027’ was declared generally binding by the Minister of Agriculture, Fishery, Nature and Food Quality for all market participants. This AVV (generally binding declaration) was requested by the BO Floriculture and will be in effect from 1 January 2025 to 31 December 2027.

Flower Council Holland (BBH) is responsible for implementing the AVV. The AVV means that all floriculture entrepreneurs (Dutch and those trading through the Netherlands) have to contribute financially. That is why RFH stopped direct collection as of 01-01-25 and BBH will now take care of invoicing and collecting the contributions owed.

Who is subject to the registration requirement

The first step in this process is the registration requirement. This registration requirement applies to all companies that fall under the AVV. For growers, this concerns the natural or legal person who runs a company whose business activity is the cultivation of floriculture products under a permanent stand of glass, plastic or in the open ground. Authorisation via ‘My RFH’

RFH fully supports the activities of BBH and wants to keep the implementation of the regulation as efficient as possible. RFH members who fall under the AVV can fulfil this obligation by authorising via ‘My RFH’. When you authorise, you do not need to register separately with the Flower Council of Holland. Specific communication will follow later about how to authorise and when this is possible.

The follow-up

BBH will start invoicing from Q2 2025. All growers covered by the scheme will receive an invoice during this period based on expected product revenues in 2025. Payment can be made in one lump sum or by direct debit on a monthly basis.

Buyers

Communication regarding the registration of buyers who also need to contribute to the financing of BBH will be handled by the VGB.
